At issue is at least whether or not legislation can change a culture. It's a question of power: can a (possible) moral minority push through legislation opposed by the a cultural majority? Should they?

Do laws govern morals, or does our culture, including our morals, determine the legislation? Do we aim for a common denominator, or some standard we don't all agree on?
